Its 342, and u can reach it in a single playthrough but yea u gotta do a lot of farming as u may assume already

342 is the highest level in Black Myth Wukong

Its a surprisingly huge number and u can get pretty much every skill before it if u wanted, I don't see any point in maxing it out unless u got too much free time on ur hands
Also yes your level does carry over along with plenty of other things thankfully like weapons, armor, spells and the transformations
