Speaking to IGN, game director Junya Ishizaki said that while that game can be played as both a single-player and in three-player co-op, it can’t be played as a duo.

The game is designed to be played as a three-person team, but you can play it as a solo player,” said Ishizaki.

When asked by IGN if the game can be played by two players, Ishizaki replied, “No, it’s either one-player or three-player.”

 
And here I was thinking I could play this with my wife. Fuck me I guess. Trying to schedule gaming sessions with a third person is an absolute pain and those games tend to get abandoned halfway through the playthrough. I cannot comprehend what they were thinking when they made this decision. It is genuinely one of the most baffling game design choices I've seen in recent times
 
Japanese devs must have some sort of aversion against designing proper online features, I don't get why they always do this kind of stuff.
 
Damn, if only they had like 14 years of experience with a system that scales the challenge based on the number of phantoms in game.

Or a system that lets you summon AI help.
